1,000 developers who maintain little pieces of the distro in little pieces. All participants are unpaid. Debian does not pay developers to work on Debian -- and won't.
Open admission into the project (anyone can join) following that each new developer fulfill the following criteria:
Active in community
Verified Identity
Knowledge of policy and Free Software philosophy
Demonstrated skills
